Large Lot Residential Zone — Whangārei
Overview
The Large Lot Residential Zone (LLRZ) provides for residential development on large lots with a rural outlook and ambiance in close proximity to Whangārei City. The zone is designed as a final form of development with clustered enclaves separated by uninhabited spaces, not as a transition to Future Urban Zones. Infrastructure service expansion is resisted to maintain predetermined limits.
Key Objectives
- Character and Amenity (LLRZ-O2): Provide opportunities for large lot residential living while safeguarding rural character and ecological and productive values.
- Reverse Sensitivity (LLRZ-O4): Maximise privacy, openness and rural outlook between residential clusters; manage reverse sensitivity from productive agricultural or horticultural activities in uninhabited spaces.
- Site Size (LLRZ-O6): Residential site sizes no larger than necessary; small-scale non-residential activities permitted where effects are compatible.
Building Standards
| Rule | Value | Notes |
|---|---|---|
| Maximum building height | 8m above ground level | General permitted standard |
| Height in relation to boundary | 3m above ground level plus 1m for each metre of horizontal distance to site boundary | Alternative compliance pathway |
| Maximum major structure height | 8m above ground level | Same as building height |
| Building coverage | 500m² maximum cumulative | Per site |
| Front yard (road setback) | 20m minimum | From road boundaries shown on planning maps |
| Setback from watercourse | 27m minimum | From Mean High Water Springs or top of river bank exceeding 3m width; excludes bridges, culverts, fences |
| Building/major structure clustering | 50m maximum from existing building, approved building area, or residential zone site | Mandatory requirement for all permitted buildings |
| Impervious surface coverage | 1,000m² maximum cumulative | Including all buildings on site |
| Impervious surface setback from water | 5m minimum | From Mean High Water Springs and river banks exceeding 3m width |
Residential Units & Subdivision
| Rule | Value | Notes |
|---|---|---|
| Maximum residential density | 1 unit per 5,000m² | General standard |
| Minimum site size for first unit | Any size | Exception: areas under LLRZ-R11.2 and SUB-R3.1 |
| Highly versatile soil retention | 50% minimum of site | Indefinite retention required |
| Building area on least productive land | Required | Design and location requirement |
| Indigenous vegetation clearance limit | 500m² maximum per site | Within each 10-year period from 15 September 2022 |
| Vegetation clearance exclusion zone | 20m from water bodies | Except under specified exemptions |
| Earthworks limit | 2,000m² maximum soil exposure | Within any 12-month period |
| Cut/fill height limit | 2m maximum | For permitted earthworks |
Indigenous Vegetation & Ecology
| Rule | Value | Notes |
|---|---|---|
| Routine maintenance clearance | 7.5m from eaves of existing buildings | Includes tree removal within this distance |
| Multi-unit/infill development threshold | 2,500m² site size | Higher densities permitted where offset by significant environmental enhancement |
Ancillary Non-Residential Activities
| Rule | Value | Notes |
|---|---|---|
| Gross floor area limit | 45m² or 15% total gross floor area | Whichever is lesser |
| Traffic generation limit | Less than 20 movements per site per day | |
| Operating hours | 06:00 – 22:00 | No visitors, clients, deliveries, or servicing outside these hours |
| Car parking | Not between activity and road | |
| Personnel limit | Principal operator plus maximum 2 other persons | |
| Activity type | Ancillary to residential unit only | Must be on-site |
Storage & Stockpiling
| Rule | Value | Notes |
|---|---|---|
| Outdoor storage compliance | Complies with building rules LLRZ-R3–R6 | Coverage and setback standards apply |
| Storage screening | Required from public places and adjacent sites | Except construction materials on-site (12 months maximum per 10-year period from 15 September 2022) |
Reverse Sensitivity Setbacks
| Rule | Value | Notes |
|---|---|---|
| Quarrying Resource Area distance | 500m minimum | For sensitive activities |
| Heavy Industrial Zone distance | 500m minimum | For sensitive activities |
| Rural Production Zone distance | 30m minimum | For sensitive activities |
Esplanade & Waterfront Areas
| Rule | Value | Notes |
|---|---|---|
| Esplanade impervious areas | Prohibited or avoided | Adjacent to Mean High Water Springs and river banks |
Key Policies
LLRZ-P1 (Rural Character & Amenity): Preservation of natural landforms dominance, spaciousness, low night-time light levels, and natural features.
LLRZ-P5 (Highly Versatile Soils): Protection of productive capacity through limited building coverage, 50% indefinite site retention, and location on least productive land.
LLRZ-P7 (Road Setbacks): Avoidance of ribbon development through building setbacks from state highways and roads.
LLRZ-P8 (Residential Intensity): Maintenance of open space and rural outlook through density limits and requirement for contiguous, perpetually protected uninhabited spaces between clusters.
LLRZ-P12 (Clustering): Minimisation of unproductive land use by requiring additional residential sites as small as practicable and consolidating built form near existing buildings.
LLRZ-P15 (Indigenous Vegetation): Preservation of rural character and biodiversity through limitation of vegetation clearance in significant habitats.
